1. What Is FIFA TMS?

FIFA's Transfer Matching System (TMS) is a central part of the international transfer system. FIFA explains that all international transfers must be registered in TMS, and that accurate transfer information is important for the wider transfer-system processes, including the FIFA Clearing House.

Important distinction

TMS is not the same thing as player registration. It is part of the international transfer process. Registration, association procedures and the International Transfer Certificate (ITC), where applicable, are handled through the relevant football associations and regulatory processes.

FIFA's 2024 International Player Transfer Guide describes TMS as the system in which international transfers are registered and explains its relationship with the FIFA Clearing House.

The four international transfer types used in FIFA transfer reporting

PermanentPlayer is permanently engaged by a new club and a transfer agreement is signed, or a loaned player is permanently engaged.
LoanPlayer is temporarily engaged by a new club under a loan arrangement.
Return from loanPlayer returns to the parent club after a loan spell.
Out of contractPlayer is no longer contractually bound to a former club and signs with a new club in another association without a club-to-club transfer agreement.

3. Who Does What?

The international transfer process involves multiple stakeholders. The exact responsibilities depend on the transfer, the player's status, the associations involved and the applicable FIFA regulations.

Where does an agent fit?

A football agent may represent a player or club and provide football-agent services under the applicable FIFA rules. The agent should not be presented as the party that replaces the clubs or member associations in their formal transfer and registration responsibilities.

Practical message for agents: the best role is to help the client prepare accurate documentation, coordinate with the relevant parties and understand the transfer timeline — while leaving formal system actions to the authorized users and institutions.

4. TMS + ITC + Registration

A common misunderstanding is to treat TMS, the ITC and player registration as one single action. They are connected, but they are not identical.

5. Electronic Player Passport (EPP)

FIFA states that an Electronic Player Passport (EPP) provides a player's registration history from age 12. After a provisional EPP is generated in TMS, relevant clubs and member associations participate in a review process so FIFA can determine the final version.

Why this matters: the EPP provides a structured registration history and helps facilitate accurate calculation of training rewards.

Training rewards

FIFA's transfer-system framework includes training compensation and solidarity contribution. The FIFA Clearing House is designed to centralise, process and automate relevant payments and promote transparency and financial integrity.

6. FIFA Clearing House — From Data to Payment

The FIFA Clearing House (FCH) is an integral part of the reformed transfer system. FIFA describes a process in which training rewards are identified, an Electronic Player Passport is created and payments are processed between clubs through the FCH.

Key point: TMS, EPP and FCH are connected parts of a broader transfer-system architecture. Accurate and complete player and transfer data is therefore critical.

7. Practical Checklist for Clubs & Agents

  • Confirm the player's identity and registration information.
  • Confirm the former club, new club and transfer type.
  • Check contractual / transfer documentation before submission.
  • Confirm dates and registration-window requirements.
  • Ensure the relevant transfer information is accurate and consistent.
  • Prepare required supporting documents and payment evidence where applicable.
  • Monitor the transfer status and resolve discrepancies promptly.
  • Coordinate the ITC and association registration process where required.
  • Keep copies of final agreements and relevant confirmations.
